The game begins on an island where there is nothing but vegetation. Players need to choose a governor. The governor must found the city and begin its development. Players do not have housing, transport and other property. There are no shops, no roads, no gas stations, no police stations, no hospitals. I. e. the game starts in the “raw” form.
